If they want to make it safe and secure then they must not airdrop the funds because this can be manipulated by others that knows deeper in crypto .
Maybe giving in KYC proven wallet is much safer and assured .
and besides why need to put it in airdrop when the government needed a specifications of the names that already received the amount .
The government is providing the wallet and they have complete control over the private keys and if anyone dares to scam any users they will view these risks as well before implementing everything. I am sure they will follow all the KYC AML regulations and anyone thinking about doing any form of illegal activities will be caught eventually as you are not going to erase that transaction.
