Getting your permanent ban lifted, especially for plagiarism is very rare.
Are you sure it was a permanent ban and not a temporary ban? According to what he said in his OP, it was just a 30 days temporary ban. But this guy says a lot of weird stuff and he operates more accounts than what is mentioned in the OP. Those were just the two that were banned.
