Although I appreciate your investigation, the mere fact that one has an alternate accounts on this forum does not violate the forum's rules.
As part of your report, please include additional details about the member's violations. For example, you didn't mention the fact that suzan26@ was already banned from the forum for plagiarism or the fact that NurKona has been previously tagged as a bounty cheater.

Furthermore, the mere fact that members exchange tokens with each other does not necessarily mean that these are alt accounts of one individual. As I see it, it's circumstantial evidence, which should only be considered in conjunction with other evidence as part of a broader investigation.
