I'm asking this question for the folks who are serious about blockchain technology with legitimate projects, but lack an established community presence or another form of reputation-based validation?

I think it would help a lot of individuals out there if they had a sense of guidance when it comes to this topic. Keeping in mind, what qualities should they be looking for in a potential CTO, how to go about approaching them, and any other major tips of advice, does-and-dont's, etc.
