i will buy when bitcoin is under 20k. I will also buy when ethereum has fallen below 1k. when bnb goes back to $100 i will buy it too. before that happens I will not buy.
Humans are greedy and selfish. Sometimes, we are at the best buy level but expect it to be lower. I'm pretty sure that when you were hoping to buy at 20k$BTC and 1k$ETH you would continue to expect it at 2018$4k BTC and 150$ETH. Lol 
More on realities and I see your point, there are people who thinks like this, they are all hopeful or doubtful
not sure what kind of words to use but most of them are the one who keeps making noise whatever directions the market brings them,.
Due to greed or any other reasons, they are not enjoying mostly because of failure to anticipate the right entry to place their investment.
Better to have a plan and follow it strictly, never to change things especially if you already established your research and you have concrete basis
to follow your instinct, setting a plan gives you comfort and contentment while inside this investment.
