But as I said, it is not only about me or about you or about people with at least a little experience. It's about newbies.
We can treat people idiots because of their lack of experience. Myself and a lot of other peoples got ''scammed'' and lost money and time because of the shitty altcoins.
I managed to get some reticent people into cryptocurrency, but after all this bubble of altcoins, especially after the beginning of 2014, they are saying :
" This is all bullshit... this will never succeed... There's nothing serious... Too many coins here and there... Losing hours to investigate and mining worthless coins.........."
In conclusion, this is causing more harm than good. Stop thinking about only you, think about the future ! We can't base a good future with bad reputation, this is as simple as this.
For the implementation, making people pay to announce may be a good idea, but generally, some coins are backed by rich people that will pump it, so 0.2BTC is nothing for them.
But that's still a good idea that will filter a lot of lazy devs and reduce by at least 50% the problem

Newbies need to read up before diving in. PLENTY of warnings and hard examples are out there and they are easy to find. Many will STILL make a trade with their "trade partner" having multiple negative ratings and it's not limited to just newbies either.
In short: If you want to spoon feed newbies then I am all for it but we don't need more regulations.
