You are probably referring to offline transactions. For being more secure, you could sign the transaction on an offline device and then broadcast it using an online device.
You did both steps on your online computer.
or can I now just send this to another wallet to cash out?
Yes,
The first transaction moved your fund to your electrum wallet.
Now you can go to "Send" tab and send the fund to any address you want.
