could be bad, but their is also a fact that Bayern is too strong to beat, and Dortmund is always within top3 teams, with third team that accompanying Bayern and Dortmund constantly changing, since they are trying to beat Bayern, and could fight for year or two, but than eventually slide down to other half of the table, or Second league, just look at top teams that were trying to buy players and beat Bayern, they are always down - Schalke, Wolfsburg (get one title in the process), Stuttgart (won one title, but now in Second league), Werder (won one title, but now in Second league)
and Dortmund won three titles in last 20 years, and they are always within top, so, good tactics when you have one pre-dominant team (Bayern)
there must be at least two or three top teams in the championship to compete. competition makes you stronger and allows you to fight for international cups. Look at England. They were able to create competition in the Premier League and this made English clubs dominant in the Champions League and in the Europa League.
