What changes have they done to pick which ad could be approved?

If you read all the changes made, it's basically very vague rules. They are not distinguishing which one is actually allowed which any bitcoin-related ad could be subjected to not being allowed.
Google is keen to prevent any opportunities for false advertising.
The platform will not allow advertisements for initial coin offerings (ICO) and decentralized finance (DeFi) trading protocols.
Other advertisements used to purchase or trade cryptocurrency.
This also includes pre-sales, crypto loans, initial decentralized exchange (DEX) products, token liquidity pools, celebrity cryptocurrency endorsements, non-custodial wallets, and unregulated decentralized applications (dApps).
