guys third gpu shows 0, any ideas? thanks

I have two miners running Win10 as well.  This happens for me when the AMD driver crashes on a particular card.  I will get the error from AMD and when I look it may have 1 or 3 cards that are mining at zero.

When this happens I have to fully shut down the miner, bring it back up and then I can use it again.  A reboot will not work in this case.  (it appears to hold on to the problem - as if it requires the video card to lose/drain all power)

I have a separate box running LinuxMint - trying to see if I can't run it the same, but it doesn't have (or I haven't found yet) the same way to boost the cards as I do in Windows.

If you start normally with that card it means it is a driver problem and so far the only miner which restarts after 10 second with the same settings you had mining normally before the crash is NBMiner.I had a lot of problems with Phoenix, lolminer and a few others with the RX 6800 XT-s I have and since I switched to NBMiner, when a driver crash happens from AMD I only lose 10 seconds and I am back again running with the same overclocking settings.I don't know how they do that but I think it is an absolute must nowadays that all the other miners implement this. Both Phoenix and lolminer continue to mine with 0 Mhsh when a driver crash happens until these versions and this is a suggestion I make here for them to fix the issue for the AMD cards.

For myself at least, it's very random.  Doesn't happen too often, but when it does it's just (1) random card, or a couple.  Either way, it still requires a full shutdown to cure.
I do like your suggestion though as I was unaware that NBMiner did that. I'm a fan of lolminer, it's not the apps fault, but I do wish that this auto-reset functionality was there.
