You have explained it more better, btc can be controlled by humans but it is not a centralized entity where there are central body to dictate how it is being run, anyone who owns btc have the power to control it (i.e the entire transaction) am totally in control of the btc in my wallet and so are many other people out there who owns btc in their personal wallet, except for those who have their btc in an exchange, even they still have some level of control.
