Most likely because he specified that he won't award people who's post history is full of bounty applications/account made for signature campaign:
NOTE: If your post history is full of bounty applications or your account is loaded with negative trust or any other reason I feel like, I will not reward you with merit.
I only block users who appear to be using their account for the sole purpose of getting into a signature campaign.
& 42/49 of your posts are for bounty applications.
