Omnibus bills corrupt the democratic process and their usage should be curtailed. This isn't strictly an American problem either.

The only thing I've read about this is that the Joint Committee on Taxation figured they could squeeze $28 billion from "crypto" currency. The Biden administration was looking for a billion dollars without raising personal income tax on the
not rich so they had the feelers everywhere. I guess they figure that anyone in "crypto" is rich or that nobody would give a shit about finding creative ways to tax it. Anyway, this is the current JCT and their gov't contact numbers:

They must have a separate committee or an "expert" panel looking into all aspects of "crypto"; searching these names might just be fruitless.
