Have you checked out Revolut? I've seen that it works in Europe, and they offer both a virtual card and a physical one. The physical card issuing costs approximately 10 euros, if I remember correctly, and is delivered to your house within a week. I'm using it myself and never had any issue.

I have, but they currently do not allow BTC to be transferred from external wallets.

Coinbase allows it however their debit card is classified as a credit card when checking the BIN.

I've only used them for euro transfers, I know you can purchase BTC through them though. If what you're saying is true, you'll have to transfer to an exchange and then withdraw to Revolut, it's too much of a hassle. Have you tried the Binance debit card? What exactly do you want to use it for, I haven't really understood what you're aiming for.
