Scammers in the crypto world don't really fear the usual obstacles primarily due to the anonymity factor which is why I don't find this surprising at all. He is simply trying to scam more gamblers by copying 1xbit's approach.

Observed the same myself. This scammer can only get screwed as long as gambler stop visiting his site, but the idiots who joined the signature campaign for a quick buck are helping his business stay afloat.
