I'm Catalan (from Barcelona), and this is a SCAM similar to SPAINCOIN (it wouldn't suprise me if the same people would be behind). I'm gonna respond the OP:

This part is really important to understand the SCAM: Catalonian people doesn't have a national ID chip-card. This, it's from SPAIN, not from CATALONIA. So it's total bullshit what they say.
So they total people 1.905.000 when the total population of Catalonia is 7.553.650 people, and that without counting those who emigrate in the last 5 years.
