How can the verification process help you to identify whether a person is playing from a restricted region or not? Maybe he is a citizen of that restricted area but is a permanent resident of another country and lives there?
I think he need to change the address of his ID card, however it need so much time to wait the process. Or if not VISA can be another solution to know where he move to.
But it's quite suspicious why he need to use VPN, looks like he live on restricted countries.
