The government needs to promote their programs while educating their people but do not force them to vaccinate because they really do not want it.
I think only the fewest vaccination refusers are actually afraid of the needle but of the active substances in the vaccination itself - whether justified or not is of course open to question.
With your last sentence I agree with you, of course, coercion is never a propate way to convince the population. However, countries such as Germany are already introducing compulsory vaccination through the back door, where in the near future people will no longer be allowed to participate in public life without proof of vaccination above a certain incidence.
If they still doubt the active substances in the vaccination, those people can ask their doctor or health center for more explanations.
It is hard if the government forces their people to get vaccinated while they are still afraid or doubt the program.
The governments need to think the other methods how to explain to them.
If everything becomes forcing them to vaccinate, I think sooner or later, a demo might happen in many countries as people will think that they can take care of their health and do not want to vaccinate.
I hope that people can open their minds about the vaccine and not stubbornly receive the right information about it and not get wrong or can think twice about the wrong issue.
They wanted to lessen or slow the spread, vaccination help but if even the majority already have it, there's still no assurance that the virus will not continue, mutations as we seen it happened with this Delta variant, even those who already vaccinated are not secure not being a carrier and spread it from those who still don't have the vaccines, this action from the government of giving incentive should also have demos or advertisement what value vaccines will add to protect lives.
