It's very simple that you can not message them if anyone opted in not to receive message from newbie. You will need Jr. Member rank at-least. I am not sure if copper membership will disable this restriction or not.

The best you can do is to mention the user on the topic or post. If he use search and if he search for mentions regularly then he will see your post about him.
