I had a similar experience a couple of years back when I bought a new phone from abroad and came back home ^{[not the US or Canada]}. I received a warning that mentioned it'll be deactivated in a month's time unless I register it ^{[depending on the model, registration fees are different but for the most part, it's an insignificant amount]}.
