I doubt it, I'm sure the fee is fine. Even if he signed with no transfer fee, they'd be spending more than £30m on his wages anyway, plus a huge signing-on fee. Signing Ronaldo for any fee makes a really powerful statement, and I'm sure that City are desperate to have him... particularly as they have failed in their bid to sign Harry Kane. Getting Ronaldo for a couple of years is a more than good enough replacement.
