What do you mean by that(at paragraph 12)? Are you missing one of the words of the recovery phase or what?

The blockchain.info (blockchain.com) recovery phrase created in 2015ish only contains the wallet id and password^[1]. So, I presume you have already been trying to access it but the problem is you missing the OTP key from the phone number right?

I couldn't find any information about resetting the OTP from a phone number, I suggest you trying to contact their support about it. I think your only solution is to find a workaround to reset that number, if they somehow can help you, it will be good.
