I don't think the government can interfere, let alone prohibit developers from making new coins, because crypto is not regulated in the laws of a country, crypto is a digital investment that is very difficult to detect and control by the state, so that people are free to be creative through the digital world.  one of them is creating a new coin in cryptocurrency.
