I think so too. Chelsea has signed romelu lukaku, a star who is coming back. He was already with Chelsea from 2011. Last season he scored 24 goals in Serie A, only Ronaldo had more (30 goals). The offense will be very strong this year with him, hopefully no injury.
Lukaku returned to Chelsea when he is in his golden time in his career and finally he is in the position that can compare to Didier Drogba. Lukaku, years ago joined Chelsea from Anderlech as future plan to replace Drogba but he failed and partially because Chelsea did not have patience and gave him chance. This time can be different and Lukaku might not have many goals as same as Drogba in Chelsea because his time here is limited, shorter than Drogba but he can contribute to help Chelsea win other Champions League.
For now, it seems like Arsenal are really in a deep trouble. Chelsea and Manchester City are really tough opponents of course. But Arsenal are not a second league team also. Normally, they are one of the decent clubs of this league. But something has been really going wrong in-team. I don't know if it is related to Arteta. It is not about position at the bottom but about the very low mentality in Arsenal. In any club, after few bad results, mentality can be broken and teammateship can be broken. Conflicts occur and destroy the club then after all, board director will have to make desicion, club or coach or players. Coahc is never their priority.
