Create and use multi accounts on gambling sites are prohibited. VPN is mostly prohibited on gambling sites.
Some gambling sites alllow to use multi accounts but only if you don't use it to cheat redeem code, promotion, contests.
They have machines and tools to detect multiaccounts so don't try to cheat them.
Your advice is correct. Don't cheat, break ToS and cry later. Nobody can help.
