Are you sure Bitcoin needs local bank to function? In my opinion, I do not think so. I get the point that Bitcoin is superior to fiat is the reason people has preferred it to be used instead of fiat, but if you travel, you can easily still be able to convert your Bitcoin to fiat in the country you travelled to, this negates the use of local (Nigerian) banks, although provide Bitcoin is not deemed illegal in the country the Nigerian travelled to, unlike China.

Even the unbank users will provide their national identity-linked phone numbers for verification, the phone number which is linked to their NIN, national identity which is enough for verification process on any centralized platform, I still do not know how this is different from providing ID card itself.
But, I noticed I can use another person's NIN for the sim registration, example is the use of Mr A NIN to help Mr B that has no NIN (but this is very risky), which means another name is used for the sim registration and another name on the national ID card but used and it worked. I am very certain this can work, I hope scammers will not still take advantage of this method as they are very wise and people can be foolish.
Yet, this will be privacy depriving, I am hoping the blockchain will not be available to the public, or no blockchain will be used, I still do not know how e-naira will work in a way someone's data will not be available to the public after the KYC can be known and linked to the owner.
