Firstly, AFAIK, anyone can bump a thread as far as they do not abuse the system.

About suggested boards, you also suggested good options, but I think it would depend hugely on wetin the administration think. If they one open the board without moderators then creating different child boards may be a bit much to manage, especially as other staffs no go understand pidgin English which would be accepted. In such case, a general 'everything goes' board would be preferable.

But, of course we need to already have our proposition which the admins can accept or reject, and on that note, I'm in agreement with your suggestions.
