After selling a lot of these kinds of units on eBay, here's what I would suggest:

Remove the damaged hashboard and list it.
Looks like they go for $30-$100.

Then sell the S9 with or without the PSU as 2/3 Hashboards.
Should be able to get around 300-400 for it.
