There is no exact answer but the probabilty is high to say yes.
To double the price even more, ethereum need more hype to attract new investors to invest in ETH platform because if there are no new investors, it's hard to reach that growth.
When ? i'm sure no one will know this even the whales either. Because the high marketcap like ETH is not pump able by the whales, it needs a massive buy from the people to pump the price.
