Using bpip.org it's the easiest to see that, here's the @Mpamaegbu account on bpip https://bpip.org/Profile?id=940323 you can see there's a sign of Archived under his profile, mean he has been banned.
Some users might be archived for other reasons. Best check the Meta log in the bottom right corner:
If he decides to appeal the ban, might even help to at least change permaban into signature ban (which I would like to see more often here), if not overturning it completely.

...I don't think this deserves even a signature ban. It's clearly stated that the words are not mine, therefore not plagiarism, even if not quoted/attributed/etc. In Mpamaegbu's case it's not so obvious but still he did imply that the text is not his.
It's just the red that was copied and this is the only instance of plagiarism?
