Такая проблема возникает при регистрации с динамического IP-адреса (мобильный интернет от провайдеров, аля мегафон, мтс, билайн идут лесом т.к. не пригодны для регистрации на этом форуме). Система видимо распознает их как VPN, подменивающий постоянно айпишники владельцу якобы в корыстных целях. Единственный бесплатный выход из проблемы: зарегаться на форуме через статичный IP, а заходить можно уже с любого IP: статичного или динамического.
