Fun fact: As of August, the Russian board had distributed a total of 2850 merits, which is 741 more than the meta (2109), they are already at 1627 in September with 7 days to go I'm betting they have more merit sources than any other board, or the board is full of high-quality posters and generous givers. 
After theymos made a merit correction of the merit sources and the merit bank, in the Russian locale there were 4 merit sources. Two of which have 1000 merit each available for distribution every month. Moreover, in the Russian locale there are also 2 inactive users who are still listed as merit sources (which is very likely so). So the Russian locale may really be the record holder in terms of the number of merit sources, but this decision of theymos, apparently he had his own reasons to appoint more one merit source to 3 more main ones.
