Maybe we need to make some posters, stickers and advertisements for attracting young new ₿lood for local forum 
The occasional mention of Bitcointalk in Croatian forums about technology, IT, and stuff like that could maybe get some new people interested. Fun fact: As of August, the Russian board had distributed a total of 2850 merits, which is 741 more than the meta (2109), they are already at 1627 in September with 7 days to go I'm betting they have more merit sources than any other board, or the board is full of high-quality posters and generous givers. 
I think it's a combination of both those things. It's the biggest local board with more active members than anywhere else. I just took a look at Rikafip's stats showing the members who were most active in the Russian local. Obviously we have all seen Ratimov around, but I have no idea who D-oN_ is (2nd on the list in terms of activity). Looking at the first 5 pages from his post history, all his posts were made in the Russian boards.It's the same thing with the 3rd most active Russian - The0ldl_lser. Not a single post in English in the first 5 pages of his post history.
Azrieli has a few posts in English, but the majority of his writing also takes place in the local sub.
I bet there are many Russians who don't even speak English or write in the English boards, but they are very active on Bitcointalk and get plenty of merits in the local board alone.
