If it is purely just rounding up to the higher number then we really do not need to get wetsuit mixed in all of this, lol. However there are moments we know that it rounds up to lower number as well. I always assumed if it was like over 9.50 but under 10 then it was rounding up to 10, and if it was under 9.50 and over 9 then it rounded down to 9. That is what I assumed, depends on where it is between 9 and 10 it either rounds up to higher or rounds down to lower. That 9-10 is just example, it could be anything, whatever the satoshi number I get is the fact that it had to be rounded either up or down.
