You don't deal with corruption by having people clean up 'the corrupt ones', that is refining corruption not countering it.

It is human nature to be corrupt, you can't have a population of smart people unless they were a population of stupid people first.

The solution is for individuals to have the means to defend themselves, then for small groups, etc. The last and least defense should be in the hands of the melting pot. Unfortunately it is reversed today.
