I just hope that the government won't get butthurt by how little this lottery affects people's decision, and then start door-to-door forced vaccination.

Why would it encourage people? To me it is quite lame. Even mathematically it is quite stupid. Why don't they just 35000 people $100 instead? This way they could have helped more people. Now there will be only one lucky guy and that's if they don't cheat.
If more than 35k people participate in this scam, it is even worse like shooting yourself in the foot for <$100.
If they were giving $100 to every person, their prize would only be enough for 35000 people. Now they can scam much more many people instead and there will be only one winner and that's if they are honest.
