I think that this is not and should not be a fair reason.
Because a famous cheater gave someone a merit should not be a reason to discredit a user. Think about it this way that a user can only control whom he/she sends merit to, but you cannot control who sends merit to you. If this policy works, that means a famous cheater can decide to punish some innocent newbies by sending merits to them. Even if this means is used to detect cheaters, atleast it should be the last resort when other means have also proven right.
Also I learnt that linked wallet addresses are also used to detect cheaters, and yet the wallet addresses are visible to users. What happens if someone wants to destroy your account and decides to send some coin to the wallet in order to link it.
