There are over 10,000 altcoins and many of them are scam projects, dead projects. The opportunity will not really come to all projects, but if Bitcoin and the market bulls, quality projects will have a chance to rise. I went through 2017 and I was impressed with the market at the time. New projects from airdrops to ICO projects, old projects all skyrocketed in price. Perhaps at that time, people easily accepted such projects. People are really dodgy now and the market doesn't allow that to happen again.
This is where our foresight is tested, at least we have to choose a coin that is really good in terms of volatility and market capitalization.
