I would think that's a bargain in one sense. that is if they could develop a tool that let you browse the blockchain and see the stuff stored there as easy as firing up a web browser and typing in a url.
Who is 'they'? Why don't you write it? Why always this lazy reliance on 3rd parties? It's not that hard, it can be done (and was done) with shellscripting in the past.Also. If you want to have a nice webpage that decodes blockchain, you can ditch the whole blockchain idea altogether because then you assume that there is no heavy censorship going on and then you can just store the file on AWS or Tor or both and a number of other platforms for redundancy.
What about the experiment I proposed earlier? Give your 'conspiracy community' the TX ID 54e48e5f5c656b26c3bca14a8c95aa583d07ebe84dde3b7dd4a78f4e4186e713 and nothing more and see if they are able to decode a PDF from it. If so, they'd be able to download your Spartacus paper in a dystopian, heavily censored future world and you may want to try this project; if not, it would make no sense if you do it or not.

Then again, I doubt anyone in the target audience for this document will be able to decode it by themselves. And if anyone writes them a nice online tool for it; that could be subject to the same censoring that regular clearnet webservers are, on which the file could be saved directly in the first place.
Also, what we're talking about when saving data in the blockchain is basically Stenography, which can be done way easier and cheaper (like encode the data into a picture and set that as your profile picture everywhere).
