And as philipma1957 pointed out the issues are with the data center itself, how it was built, the noise it makes, it was earlier in the news

They actually offered them incentives to move here, they were ok with the mining, with everything but the company didn't do anything about the noise as it was previously agreed on.

I think there really should be a generic headline about these kind of things: Business given large tax and other financial credits to do something, then they did not. Nobody surprised.
Not just related to bitcoin mining but just about everything.

Back to the ban of sales, I think a lot of businesses in Vietnam are about to pop up and start selling miners.
