The EU is a very artificial entity whose goal is to use paperwork to substitute for reality. Europe has been colonizing vast areas in the developing world and because of changing times has been obligated to accept reverse colonization.

One group conquers another then has to assimilate it to the extent there are survivors. When the conquest eliminates the traditions of the conquered group then the conqueror has to restart a lot of its traditional history from scratch.
