I am not agree with your opinion that, those looking petty income, then bounty is best, that's means you want to say that bounty programme means very low income.
It is true that nowadays 90% project is valueless, but 10% project is profitable. Hard rules and more people is not main problem, just need to choice good project,  need working knowledge and patience.
