If the internet down in the future, i doubt we can continue to do not only transaction over Blockchain, but mostly the transactional purposed. Visa and Mastercard also rely on internet as their infrastructure. If its down, it would be fixed in the short time, researching to do transaction with another infrastructure probably not worth it to do, internet is best that we have at this time.`
