IIRC this news is already relatively old, the announcement was made weeks back and even if there was a minor dip/plunge when that announcement was made, Bitcoin has already appreciated back up again and has set another new atm, suffice to say that even a big country like China and it's sanctions/declarations against Bitcoin can only affect the network for the short period, but in the long run it'll be inconsequential.
Should we take china words seriously? No. Because they been trying to ban since year 2013.
I for one wouldn't take China's words seriously on many things, especially when it comes to Bitcoin/financial issues, they are a dictatorial country, thus it's really all about control for them, having said that, you'd not be surprised about their hostility and little patience towards Bitcoin and decentralized networks in general.
