Accounts connected without abusing the campaign probably won't be a problem, but if they join the same campaign then therein lies the problem. I would like to suggest that cheaters hunters can tag the connected accounts with a neutral tag. This will make it easier for managers and others to know they are owned by the same person. Also, we probably won't be doing double checks on the same account in the future.
