I figure the stat you reference may not display an entry for the Philippines, since over the last two weeks it has received 0 and 1 merit respectively.

Personally, I’d look at this data with a monthly granularity rather than a weekly one.

Since mid to end of august 2021, the main merit distributors have not awarded any merits there (at least one is a Merit Source). Whether that is due to time, the nature of the posts, their quantity or quality/interest is something I don’t really know.
