True, although the whitepaper isn't that great for newbies that aren't already familiar with encryption, Crypocurrencies or have a technical background in computers. If I was going to try, and persuade someone who is a member of the general public, I wouldn't be showing them the Bitcoin Whitepaper right off the bat. Instead, I'd look to find less complex resources which explain it in a friendly manner, then supplement that with the Bitcoin Whitepaper. https://bitcoin.org/bitcoin.pdf

Since, I believe the whitepaper is more for the technically minded, rather than the general public.
