There seems to be something I do not understand from these statements. In one, there is information that people from black listed countries can play using crypto, and in the other statement is info, that they cannot register at all.

Where did you see the information that people from blacklisted countries can play using crypto? Blacklisted means that players from that entity or country are prohibited from using their services, as the law requires. Like all people, the companies that manage the online gambling must abide by local laws and regulations.
I'm also confused about the choice of words Indonesia is blacklisted and yet they accept Crypto players in that region, if the country is banned and yet player from that country play a game he can get his account banned, OP should clear this up if you accept Crypto players from Indonesia might as well unban them from your list
