Well those numbers say it's 3809 / (4976178 + 9628) = 0.076% so ... that's fine.
Also the compacf reports it correctly.

All old cgminer drivers that have a ticket mask reported each error as only 1,
The compacf driver reports each error at the ticket/diff value as it should.

So if you think 0.076% is high, compared to say an S17, divide it by 16 again = 0.0048%

You'll probably find that all miners on the market report each hardware error as '1' instead of the ticket/diff value
and that's assuming they report all of them ...
