It is not compulsory that the team batting first need to set a target of more than 180 runs in the final. T20 is unpredictable, the team that plays well will always win.
The team chasing is winning the matches in this World Cup and hence the team wining the toss will have an advantage and they will always look too chase the match rather than batting first as it is difficult to understand what a safe first innings score is in this wicket. It is difficult to bat in the first innings and as the match goes to the second phase it starts to help the batsman.

Yes, both teams will look to chase in my opinion because teams are chasing really big scores really easily. And the pitch certainly is helping the batsmen later on. In the first innings, there seems to be much more swing and bounce and also some spin in the pitch but in the second half, after 3-5 overs, the pitch seems to be dead. so, I think batting second is the play here. And the team batting first has to score really big. And concede nothing while bowling.

If both teams will look to chase in the final then who will bat first  Cheesy  ( A joke)

It would be difficult to choose a winner at this stage as both the teams are in good form and both haven't won the T20 World cup. New Zealand is the one team which have the habit for making to the semi finals and finals most times but unable to hold on to the title. This may be their chance to win it.
